Developed and maintained by Halverstone Systems in partnership with Humanitas Trust since 2085, CAP is one of the largest civilian platforms operating at planetary scale.

The Atlas Operating Intelligence is the autonomous command-and-control system that runs the Low Orbit Array Constellations. Atlas processes continuous telemetry from all ~150 national constellations, computes coordinated mission sequences across LOAC's four operating functions (climate monitoring, biometric continuity tracking, communications and data sovereignty, infrastructure telemetry), and dispatches command sequences back to the constellations in real time.

Atlas operates 24/7 across four mirrored mission control instances — Geneva, Singapore, Houston, and Cape Town — with full failover and continuous synchronization. The system has maintained 99.998% operational uptime since the GCI Charter framework took effect in 2085. Atlas has executed all LOAC mission operations autonomously since 2098, under Charter Memorandum 1-B; the Halverstone Operations mission control workforce maintains infrastructure and monitors system health.

Atlas is the largest civilian artificial intelligence in operation. Halverstone Systems is its sole platform provider under Charter Article III §3.
