Preamble · Read Before Acknowledging
The Halverstone Group operates under the standing authority of the Global Continuity Initiative Charter (2085, as amended) and the Charter's enabling protocols on identity verification, continuity safeguarding, and information integrity. Engagement with the Group is a privileged communication. All inquiries are presumed earnest and are processed under the verification standards set out below.
By submitting this form you affirm that you have read, understood, and consented to each acknowledgment in this section. Acknowledgments are recorded as a sworn declaration under GCI Charter Article XIV §3 (Truthful Engagement) and are retained in the permanent intake register of The Halverstone Group and, where applicable, the corresponding national LOAC node and Continuity Record.
Withdrawal of consent after submission is not available. Submissions cannot be retracted, redacted, or expunged.
9.1 · Identity Verification — Charter Art. XII.4
I authorize The Halverstone Group to verify my stated identity against the issuing-state credential registry of my country of citizenship, against the Charter Identity Confederation, and against any biometric records voluntarily entrusted to Humanitas Trust under a Continuity Care enrollment. I understand that identity mismatches are reportable to the issuing state and to Charter Secretariat Compliance.
9.2 · Halverstone Compliance Background Investigation
I authorize Halverstone Compliance to conduct a full background investigation on me and on my sponsoring organization, including but not limited to: criminal and civil court records in all jurisdictions of residence and citizenship; employment and financial history of the prior fifteen (15) years; professional licensure; public communications, publications, and online presence; affiliations with foreign governments and non-state actors; and any open-source intelligence assembled by the Group's analysts.
9.3 · Continuity Assessment Cross-Reference
Where I am, have been, or become a participant in a Humanitas Trust Continuity Care Assessment , I authorize Halverstone Compliance and Halverstone Systems to cross-reference my submission and my stated assertions against my baseline continuity record, my biometric continuity record, my behavioral continuity assessment, and any longitudinal continuity indices on file. I acknowledge that deviation between my submission and my continuity baseline is itself a flagged event for Compliance review.
9.4 · LOAC Tracking Record Cross-Reference
I authorize Halverstone Operations to cross-reference my submission against the Low Orbit Array Constellation tracking record for my designated LOAC region , including but not limited to: movement telemetry tied to my biometric continuity identifier, residential and occupational location history, and presence records at any Charter-monitored installation. I acknowledge that my LOAC tracking record is a routine product of Charter-authorized planetary monitoring and is continuously generated whether or not I have submitted an inquiry .
9.5 · Automated Coordination & Pattern Analysis
I acknowledge that my submission and the data products derived from Sections 9.1–9.4 will be processed by the Atlas Operating Intelligence (AOI) for pattern analysis, integrity scoring, and routing prioritization. I acknowledge that AOI determinations are not subject to appeal outside the Charter-defined Compliance review pathway and that AOI may flag the inquiry, the inquirer, or named third parties for elevated Compliance attention without notice to the inquirer.
9.6 · Permanent Record
I understand that this submission, in its entirety , including every field entered, every acknowledgment recorded, every cross-reference outcome generated, and every Compliance note appended, becomes a permanent entry on my Halverstone correspondence record and, where applicable, on my Continuity Record . The submission is retained for the duration of my life and, under Charter Article XIV §7, for not less than fifty (50) years thereafter. The submission cannot be deleted, retracted, redacted, sealed, or expunged.
9.7 · Truthful Engagement — Charter Art. XIV
I affirm under penalty of Charter sanction that every statement made in this submission is true, complete, and not misleading by omission . I acknowledge that the knowing submission of false, incomplete, or materially misleading information constitutes a Charter violation under Article XIV §3(b) , is reportable to my issuing state and to the Charter Secretariat, and is grounds for permanent designation as a Restricted Correspondent across the Charter signatory network.
9.8 · Third-Party Disclosure Authorization
Where my inquiry concerns or names third parties, I represent that I am authorized to identify each such party and I consent to The Halverstone Group notifying those parties of the cross-reference conducted on their records under Article XII.7. I waive any expectation of confidentiality from those parties with respect to the fact of my inquiry.
9.9 · Discretionary Response
I acknowledge that The Halverstone Group is under no obligation to respond to this inquiry, to disclose the outcome of any cross-reference or background investigation, to confirm receipt beyond the reference identifier issued at intake, or to provide any reason for the decision not to engage further. Non-response does not extinguish the obligations I have undertaken in this Section 9.
9.10 · Routing to Allied Authorities
I authorize Halverstone Compliance to route this submission, in whole or in part, to any Charter signatory government, defense procurement authority, or Charter Secretariat office where, in the Group's sole determination, such routing serves the integrity of the Charter framework or the security interests of an allied state. I waive notice of such routing.
9.11 · Communications Monitoring
I acknowledge that all subsequent communications between myself and any office of The Halverstone Group — written, voice, video, in-person, or otherwise — conducted under this reference number are recorded, transcribed, retained, and indexed for Compliance, Charter, and continuity purposes. The recording is the Group's record. No private exchange occurs.
9.12 · Final Consent
I have read each acknowledgment in this Section 9. I have had the opportunity to consult with counsel of my own choosing. I am not under duress. I am of legal age and capacity in my jurisdiction of citizenship . I consent to each of the foregoing acknowledgments individually and to all of them collectively, and I understand that submission of this form is the operative act of consent .
